dc.description This programme (of which Duffy was Research Director) used a network of seventeen professors across eleven countries to report on social exclusion. Given the budget, principles and policy oriented nature of the initiative an effective approach was: • To develop an iterative participatory approach to the cross-national understanding of the concepts of poverty and social exclusion • To ask correspondents to report on the key themes based on Duffy’s earlier work with the European Union ‘Poverty 3 programme and based on common questionnaires developed in the network • To develop poverty hearings to ensure the participation of people in poverty. en
